Municipality of Puslinch

January 8th 1934 A.D.

 

The Municipal Council of the Township of Puslinch held its inaugural session in the Council Rooms, Aberfoyle, today, at 11 o’ clock a.m.  After taking the statutory “Declaration of Office”, the members took their seats, Neil Black, as Reeve, in the chair, and William Crow, Walter Holm, Duncan McDonald, and George McGill, as Councillors.

 

The minutes of the December 15th meeting, also the report of the Nomination Meeting, December 22nd, were read and adopted as read, on motion of Councillors Holm and Crow.

 

The Caretaker presented his report of the meetings held in the Township Hall and Council Rooms during 1933.

 

1.

Moved by Walter Holm, seconded by Wm. Crow, that Caretaker, James Ord, be re-hired for 1934, at a salary of $20.00 per year.

 

Mr. Thomas Arkell presented a claim for damages done to his sheep by dogs.  As Mr. Arkell was unsatisfied with the report of the Valuator, the Council agreed to have the Valuator, Mr. Jno. Tolton, re-value them.

 

A representative of the Relief Department, at Toronto, was present.  He advised the Council of the necessity of providing some form of relief for Mrs. Garbut, of Morriston, who is old and in a very unhealthy condition.

 

Mr. Keith Ireland was present to uphold his application to have his property, Lot 8, Rear of Concession 1, transferred from S.S. No. 7 to S.S. No. 11.

Moved by Walter Holm, seconded by Wm. Crow, that a bylaw, amending  Bylaw No. 5, of 1919, being the School Sections Boundary Bylaw, be now introduced and read a first and second time.

Moved by Duncan McDonald, seconded by Geo. McGill, that the bylaw, amending Bylaw No. 5, of 1919, be now read a third time, passed, and numbered.

 

4.

Moved by Geo. McGill, seconded by Duncan McDonald, that a bylaw, appointing an Assessor for the Township of Puslinch, for the year 1934, be now introduced and read a first and second time.

Moved by Walter Holm, seconded by Wm. Crow, that the bylaw, appointing an Assessor for the Township of Puslinch, for the year 1934, be now read a third time, passed, and numbered.

Moved by Duncan McDonald, seconded by Geo. McGill, that a bylaw, appointing a member of the local Board of Health, be now introduced and read a first and second time.

Moved by Walter Holm, seconded by William Crow, that a bylaw, providing for the distribution of dog tags in the Township of Puslinch for the year 1934, be now introduced and read a first and second time.

February 5th 1934 A.D.

 

The Municipal Council of the Township of Puslinch met in the Council Rooms, Aberfoyle, today, at 1:30 p.m., all of the members being present, the Reeve presiding.  The minutes of the last meeting were read and adopted as read, on motion of Messrs. Holm & McDonald.

 

The auditors submitted their annual report to the Council.  The Treasurer’s books were reported to be in good order.  The fire insurance policies were looked into and the Council was advised to have the insurance on the contents of the Township Hall increased.

Municipality of Puslinch

March 5th 1934 A.D.

 

The Puslinch Municipal Council met in regular session, today, at 1:30 o’ clock p.m., all of the members being present, the Reeve presiding.  The minutes of the February meeting were read and adopted as read, on motion of Councillors Holm and McDonald.

 

Mr. Albert McKay interviewed the Council, asking that his dog tax be struck off the 1933 roll.

Moved by Walter Holm, seconded by Wm. Crow, that, as the local Board of Health instructed Mr. McKay to dispose of his dogs, the Tax Collector be hereby instructed to stroke the taxes on the said dogs off the 1933 list.

 

The tenders for hardwood for the Township Hall were opened and that of Mr. Robert McRobbie was accepted at a rate of $7.50 per cord.

Moved by Walter Holm, seconded by Wm. Crow, that a hearty vote of thanks be extended to the Township of Waterloo and the town of Hespeler for extending a hearty invitation to a number of Puslinch boys and girls to attend a short course in agriculture and household science, held in Hespeler.

Moved by Walter Holm, seconded by Wm. Crow, that a bylaw, authorizing the Reeve and Treasurer of the Township of Puslinch to borrow the sum of twenty thousand dollars from the Bank of Toronto, Morriston, and the Dominion Bank, Guelph, to meet the current ordinary expenditures of the Corporation during the year 1934 A.D., be now introduced and read a first and second time.

McGill, that the bylaw, authorizing the Reeve and Treasurer of the Township of Puslinch to borrow the sum of twenty thousand dollars from the Bank of Toronto, Morriston, and the Dominion Bank, Guelph, to meet the current ordinary expenditures of the Corporation during the year 1934 A.D., be now read a third time, passed, and numbered.

The matter of renewing the municipal liability insurance on the township roads was taken up.  Mr. Kopas, of the Consolidated Insurance Company, and Mr. Beattie, of the Provident Insurance Company, were present.

Municipality of Puslinch

June 4th 1934 A.D.

 

The members of the Puslinch Municipal Council met in the Council Rooms, Aberfoyle, today, at 10 a.m. and, after taking the required declaration, were duly constituted a Court of Revision, to hear and determine appeals against the 1934 Assessment Roll.  All of the members were present with the exception of Geo. McGill.

 

The following appeals were before the Court:

 

John A. McAllister ─ assessed too high

 

Harry Ehrhardt ─ applying for exemption on bush lot

 

Albert Gamble ─ applying for exemption on bush lot

 

After hearing the appeal of John A. McAllister, the Court adjourned to visit the property.  When the Court resumed again,

it was moved by Wm. Crow, seconded by Walter Holm, that the assessment on Mr. McAllister’s property remain as it stands.

 

An exemption of $200 was allowed on the bush lots of Harry Ehrhardt and Albert Gamble, respectively.

 

J. Wigood’s dog tax was transferred to John Hood, the present owner of the dog.

Municipality of Puslinch

June 4th 1934.

 

The Puslinch Municipal Council met in regular session, today, at 2 o’ clock p.m.  All of the members, with the exception of Geo. McGill, were present, the Reeve presiding.  The minutes of the May meeting were read and adopted as read, on motion of Councillors Crow and Holm.

 

The contracts for the crushing of stone and gravelling of the township roads were the main items before the Council. 

 

The contract, for 1,000 yards of crushed gravel from the pit on the County road or Murray’s Hill, was let to A. J. Huether at 59¾ cents per yard and 9½ per yard per mile over five miles.  The contract, for 1,000 yards of pit run, or screening if necessary, from the pit on the 1st Concession, west of Puslinch, was let to A. J. Huether at 44 cents per yard and 9 cents per yard per mile over five miles.

 

The contract for 300 yards from Christie Quarry was let to Geo. Schultz at 21 cents per yard and 8 cents per yard per mile over 5 miles.  The contract for 300 yards from Peter Angus’ pit was let to Geo. Schultz at 34 cents per yard.

 

A delegation asked the Council to take some action in regard to the laying off of the local men and the hiring of men from the City of Guelph for the filling in of the ditches on the highway in this township.  Also, it was reported that certain employees were receiving a large pension, and the delegation thought that if this was to be a relief job, then pensioners should be barred.

 

 

 

 

 

Mr. Cockburn asked for an investigation into the collection of taxes at the Bank of Toronto, at Morriston.  Several residents have paid their taxes at the bank, but the Collector has never been notified by the bank.

Whereas the contract is held on property formerly owned and occupied by Miss Jane Johnston, deceased, and whereas the property is now closed and there is no prospect of it being occupied for some considerable time, and whereas there is heavy loading of hydro lines in the village, therefor be it resolved that the Hydro-Electric Power Commission be requested to permit cancellation of Contract #1022, from July 31st 1934.  All charges are paid.

The Municipal Council of the Township of Puslinch met in regular session, today, at 1:30 o’ clock, in the Council Rooms, Aberfoyle.  All of the members were present, the Reeve presiding.  The minutes of the last meeting were read, and adopted as read, on motion of Messrs. Holm and Crow.

 

Letters were read from the Wellington Fish & Game Protection Association, J. J. McAninch, and the Hydro-Electric Power Commission.

 

The Clerk was instructed to communicate with the Department of Highways regarding the continuing of the Unemployment Relief grant.

 

A bill from the H.E.P.C. (Hydro-Electric Power Commission), for the removal of 1 stub and guy on the Puslinch Lake Road, was objected to by the Council, and the Reeve was requested to look into the matter.

 

Mr. S. A. Maxwell, of Hamilton, demonstrated, before the Council, the usefulness and efficiency of an adding machine.

At the close of business, the Reeve was requested to vacate the chair and Councillor McGill was appointed to occupy the same.  The Reeve made a short speech and signified his intention of standing for re-election.  All of the members and officials spoke briefly of Mr. Black’s efficient and economical leadership.  Councillor Crow also intimated his intention of opposing Mr. Black in the forthcoming election, for the Reeveship.

Nomination Meeting

 

The annual nomination meeting was held, pursuant to statute, today, at one o’ clock p.m., in the Township Hall, Aberfoyle.  A very large attendance of ratepayers was present, and the following gentlemen were duly nominated for the offices of Reeve and Councillor:

A letter was read from the Gypsum, Lime, and Alabastine Company, stating that it had held back $85.86 from its 1934 taxes, to cover a certain bill for quarry chips supplied to George Schultz, of this township.

Moved by Walter Holm, seconded by Marshall Haines, that this Council protest the account of $85.86, rē George Schultz, for material supplied to same, as per contract with Geo. Schultz, and hereby instruct the Tax Collector to collect the same.

 

 

 

 

 

A letter was read from the Clerk of Beverly Township rē an error in the boundary line account.  Councillor Donald A. Stewart was requested to look into the matter.

 

The Clerk was instructed to order 7 copies of the Municipal World, for 1935, to call for tenders on 3 cords of hardwood and 1 cord of cedar, and to write the Unemployment Relief Department rē the intentions of the department as regards an unemployment relief subsidy for 1935.

Municipality of Puslinch

February 4th 1935 A.D.

 

The Municipal Council of the Township of Puslinch met, in regular session, in the Council Rooms, Aberfoyle, today, at 1:30 p.m.  All of the members were present, the Reeve presiding.  The minutes of the inaugural meeting were read, and adopted as read, on motion of Marshall Haines and Geo. McGill.

 

Mr. John W. Kerr, representing the Puslinch Horticultural Society, requested a grant from the Council for the aforementioned society, and as the society is sponsoring a play during the week, he sought the privilege of procuring the Hall by paying the Caretaker’s fee.

Moved by Marshall Haines, seconded by D. A. Stewart, that this Council grant the sum of ten dollars to the Puslinch Horticultural Society and that the said society shall have the use of the  Township Hall, by paying the Caretaker’s fee, for a play to be given during the week.

 

The auditors reported that they had finished auditing the Treasurer’s receipts and expenditures, and also the Clerk’s statements, and everything was certified to be in good order.  The Tax Collector’s books are in the process of being audited at the present time.

Moved by Walter Holm, seconded by Marshall Haines, that the auditors’ report be adopted, as read.

Moved by Walter Holm, seconded by M. Haines, that this Council adjourn for ten minutes.

 

 

 

 

 

As Bylaw No. 8 ─ 1935, rē borrowing money from the banks, was unsatisfactory with the managers of the banks, it was decided to rescind Bylaw No. 8 and draw up a new bylaw.

Haines, that a bylaw, authorizing the Reeve and Treasurer to borrow the sum of $22,000 from the Bank of Toronto and the Dominion Bank, to meet the current, ordinary expenditures of the Corporation during the year 1935, be now introduced and read a first and second time.

The wood tenders were opened and that of John Allardyce was accepted, at $7.25 per cord for hardwood, and $4.75 per cord for cedar.

 

It was resolved that the Road Superintendent should attend the annual Road Superintendent Conference, on February 18th & 19th, and that the entire Council should attend the convention of the Ontario Association of Rural Municipalities, on February 19th.

Municipality of Puslinch

February 15th 1935 A.D.

Special Session

 

The Municipal Council of the Township of Puslinch met in the Council Rooms, Aberfoyle, today, at 3:00 p.m.  All of the members were in attendance, the Reeve presiding.

 

Owing to the death of the late Mr. John A. Cockburn, our efficient Tax Collector, it was deemed advisable to call a special session of the Council, to make arrangements as to the appointment of an official to take up the work of collection where it was discontinued.

 

The auditors, having finished auditing the Collector’s books and statements, reported that they had checked the Collector’s Roll with the statements from the different banks and found that the late Mr. Cockburn had a surplus of approximately $329.07 that was not marked off the Roll.

 

The Clerk was instructed to call for applications for the position of Tax Collector, applications to be in the hands of the Clerk on or before March 2nd 1935, applicants to furnish bonds to the extent of $5,000.

The applications for the position of Tax Collector were opened and, after a full discussion on the merits and ability of the respective applicants, that of W. H. Whyte was accepted.

Court of Revision

 

The members of the Puslinch Municipal Council met in the Council Rooms, Aberfoyle, today, at 10 a.m. and, after taking the required declaration, were duly constituted a Court of Revision, to hear and determine appeals against the 1935 Assessment Roll.

 

The Court heard and decided the following appeals:

1.

Samuel Hume, assessed too high on Lot 10, Rear of Concession 9.  Moved by D. A. Stewart, seconded by Geo. McGill, that the assessment on this property be lowered from $3200 to $2900.

 

2.

A. T. Shantz, assessed too high on Lot 9, Rear Gore.  Moved by Walter Holm, seconded by Marshall Haines, that the assessment on this property be lowered from $1500 to $900.

 

3.

Lewis T. Evans, assessed too high on part Lots 4 & 5,  Rear of Concession 3.  As the Assessor had made a readjustment on this property since Mr. Evans entered his appeal, it was moved by M. Haines, seconded by Geo. McGill that the assessment on this property remain at $3800.

 

4.

Roland Fitzpatrick, assessed too high.  Moved by D. A. Stewart, seconded by Geo. McGill, that this assessment be lowered $400.

 

5.

The appeals of Sidney Maltby, Francis Moyer, and Fred Hamilton, rē “business assessment unjust”, were carried over until Monday evening, June 17th 1935.

June 4th 1935 A.D.

 

The Puslinch Municipal Council met in regular session, in the Council Room, Aberfoyle, today, at 1:30 p.m., all of the members being present, the Reeve presiding.  The minutes of the previous meeting were read, and adopted as read, on motion of Messrs. Holm and Haines.

 

A committee, consisting of Messrs. Peter Mathison, Chas. Laking, and H. T. Crosbie, representing the Puslinch Horticultural Society, asked permission to beautify the grounds around the monument.  After viewing a chart, presented by Mr. Crosbie, which showed very clearly the plans of the society,

it was moved by D. A. Stewart, seconded by Geo. McGill, that this Council grant the Horticultural Society permission to carry out their plans, as shown on the chart, in beautifying the grounds around the War Memorial and out to the highway.

 

2.

Moved by D. A. Stewart, seconded by Marshall Haines, that this Council supply John Neubauer with 12 12-inch tiles for a culvert across the road, opposite Lot 28, between the 1st and 2nd Concessions.

 

3.

On request of Mr. Kay, the following resolution was passed, that owing to the fact that the barn on Lots part 7, 8, 9, 10, rear of Concession 9, owned by Wm. Kay, had been destroyed by fire, and as Mr. Kay does not contemplate rebuilding at the present time, therefore, be it hereby resolved that the Hydro-Electric Power Commission be requested to permit the cancellation of the said contract with Mr. Kay.

Court of Revision

 

 

An adjourned meeting of the Court of Revision was held this evening in the Council Rooms, Aberfoyle.  The appeals of Sydney Maltby, Francis Moyer, and Frederick Hamilton rē “business assessment” were again reviewed by the Court, and on motion of D. A. Stewart, seconded by Marshall Haines, the business assessment was withdrawn on account of it being an illegal assessment.

Moved by D. A. Stewart, seconded by Geo. McGill, that the assessment of Wm. Kay, part Lots 7, 8, 9, rear of Concession 9, be lowered $2000 on the buildings, as his barn has been destroyed by fire.

 

3.

Moved by Walter Holm, seconded by Marshall Haines, that an exemption of 12 acres, as woodlands, be allowed to John A. Ord, on Lot 21, Rear of Concession 7.

 

4.

The Puslinch Municipal Council met in regular session in the Council Rooms, Aberfoyle, today, at 1:30 p.m., all of the members being present, the Reeve presiding.  The minutes of the Court of Revision and of the last regular session were read, and adopted as read, on motion of Messrs. McGill and Haines.

 

A petition, largely signed by the ratepayers and residents of Arkell, petitioning the Council to have calcium chloride applied to the roads through the village, was laid before the Council.  After due consideration of the said petition, it was:

Moved by D. A. Stewart, seconded by Geo. McGill, that the petition of the Arkell ratepayers and residents, asking the Council to sprinkle the roads through Arkell with calcium chloride, be granted.

 

2.

Moved by M. Haines, seconded by Walter Holm, that a bylaw, amending Bylaw No. 1-1935, being a bylaw appointing pound-keepers, fence-viewers, and sheep valuators, be now introduced and read a first and second time.

 

3.

Moved by Walter Holm, seconded by M. Haines, that the bylaw, amending Bylaw No. 1-1935, be now read a third time, passed, and numbered.

 

The Tax Collector has found what appears to be errors and omissions in the statements of the former Tax Collector, and it was deemed advisable to have the auditors, accompanied by W. H. Whyte and John Cockburn, audit the Roll again.

The Municipal Council of the Township of Puslinch met in regular session in the Council Rooms, Aberfoyle, today, at 1:30 p.m.  All of the members were in attendance, the Reeve presiding.  The minutes of the last meeting were read, and adopted as read, on motion of Messrs. McGill and Holm.

 

Mrs. Marion McCuen expressed her dissatisfaction with the way the insurance company settled her claim for damages to her car, sustained in an accident due to a wash-out on the Gore of Puslinch, and the Clerk was instructed to write to the insurance company to see if a fuller settlement could not be secured.

 

The Clerk was also instructed to write to the Clerk of Waterloo, advising him that some immediate action should be taken to have the bridge at Zyrd’s Mill, on the Waterloo─ Puslinch boundary, repaired.

 

Messrs. Ernest Clark and Geo. Meldrum, President & Secretary, respectively, of the Puslinch Agricultural Society, made a request for a grant to the aforementioned society.

A contract, for supplying crushed stone on the north end of the 7th Concession, was given to A. J. Mr. T. J. Mahon, Township Auditor, submitted a very satisfactory report on the audit of the Collector’s Roll.  The sum of $71.73 was found to be due the Township of Puslinch from the estate of the late John A. Cockburn, and the Reeve was advised to collect the same.

Mr. Saplor (spelling uncertain), of the Hydro-Electric Power Commission, Guelph, interviewed the Council regarding several matters pertaining to rural hydro.

 

An application for hydro power from Mr. E. Turner, Lot 4, Concession 9, was held over until a further investigation is made.

 

Messrs. John Cockburn and Ernest Clark, representing the U.F.O., and Misses Lyla Lewis and Florence Black, of the Women’s Institute, requested the Council to loan the Hall and Council Rooms, free of charge, to hold a short course in agriculture and domestic science, in conjunction with the Department of Agriculture, the month of February 1936.

Municipality of Puslinch

December 16th 1935.

 

The Municipal Council of the Township of Puslinch met, in final session, in the Council Rooms, Aberfoyle, at 1:00 o’ clock, this afternoon, as per statute.  All of the members were present, the Reeve presiding.  The minutes of the last meeting were read, and adopted as read, on motion of Messrs. Holm and Stewart.

 

Mr. Andrew Ord requested the free use of the Township Hall for a Sunday School entertainment.  His request was granted.

 

The Treasurer submitted his annual report to the Council and it was

Moved by Marshall Haines, seconded by Walter Holm, that the Treasurer’s report be adopted, and that he be instructed to have 200 copies printed for the use of the ratepayers.

 

A letter from War Memorial Children’s Hospital, London, Ontario, appealing for a grant, was read before Council.  No action was taken.

 

A notice was received from the Ontario Good Roads Association, announcing that the annual convention will be held on February 19th & 20th, at the Royal York Hotel.

 

A Pound-keeper’s report, from William Moore, was placed before the Council, and ordered filed.

 

The Council, having received a medical certificate from the M.H.O. (Medical Health Officer), Dr. J. H. King, that Joseph Lehman had been examined by him, and was physically sound and able to do certain kinds of labour, the Council therefore refused to issue him any relief.

 

 

 

 

 

The school grants, totalling $9959.25, plus Public School Fund interest, amounting to $516.00, were passed for payment.

 

The Secretary of the local Board of Health gave a report on the expenditures of the Board, and their account, amounting to $265.30, was passed and ordered paid.

At the close of business, the Reeve was requested to vacate the chair, and Councillor Holm was appointed to occupy the same.  In a short address, the Reeve reviewed the work done during the past year and complimented the Councillors and Officials for their whole-hearted co-operation.  The Councillors also spoke briefly and signified their intention, as did the Reeve, of standing for re-election at the forthcoming nomination.  The older officials expressed their opinion that it was the most agreeable and pleasantest year that the Council had enjoyed for some time.

 

The meeting then adjourned, sine die.

The annual nomination meeting was held, pursuant to statute, today, at 1 p.m., in the Township Hall, Aberfoyle.  The following candidates were nominated for Reeve and Councillors:

Municipality of Puslinch

January 13th 1936 A.D.

 

The Municipal Council of the Township of Puslinch held its inaugural session in the Council Rooms, Aberfoyle, today, at 11 o’ clock a.m., as per statute.  After taking the statutory “Declaration of Office”, the members took their seats, Neil Black, as Reeve, presiding, and Walter Holm, George McGill, Marshall Haines, and Donald Stewart, as Councillors.

 

The minutes of the December 15th meeting, and also the report of the Nomination Meeting, of December 30th, were read, and adopted as read, on motion of Councillors Holm and Haines.

 

Communications were read from the Ontario Association of Rural Municipalities, rē its convention on February 18th & 19th; from the Department of Highways, rē its annual conference on road improvements, February 17th & 18th; from the Department of Municipal Affairs, rē income tax, auditors’ duties, and bonding the Treasurer and Collector; and from Fred Green, rē an accident on Leachmans’ sideroad.

 

The appointing of delegates to the convention was laid over until the next meeting, the Road Superintendent was advised to attend the conference on Road Improvement, and the account from Fred Green was forwarded to the insurance company, for payment.

 

 

 

 

 

Mr. Jas. Faskens, representing the Globe Indemnity Insurance Company, and Messrs. Cull and Jeffries, of the Dominion of Canada General Insurance Company, submitted their tenders on fidelity bonds for the Treasurer and Collector, and as their rates were equal,

it was moved by Walter Holm, seconded by Marshall Haines, that we bond the Treasurer to the amount of $10,000.00 with the Globe Indemnity Company, at a premium rate of $40.00, and the Tax Collector for $5,000.00 with the Dominion of Canada General Insurance Company, at the rate of $37.50, the policies to take effect upon the expiration of the old bonds.

Municipality of Puslinch

March 2nd 1936.

 

The Municipal Council of the Township of Puslinch met, in regular session, in the Council Rooms, Aberfoyle, today, at 1:30 p.m.  Through illness, Marshall Haines was absent.  Reeve Black presided.  The minutes of the last meeting were read, and adopted as read, on motion of Messrs. Holm and Stewart.

 

A very large part of the afternoon was spent discussing relief problems.  Very little was accomplished.  A letter of instructions rē the handling of relief, from the Welfare Department, Toronto, was read.  The main point, stressed in the instructions, was that a recipient of relief, being able to work but refusing to do so, was to be shut off from all state assistance.

 

Mr. Fred Green appealed the decision of the insurance company, in refusing to pay his claim for damages arising out of an accident on Leachmans’ side road.  The Clerk was instructed to communicate with the insurance company.

Municipality of Puslinch

April 6th 1936 A.D.

 

The Municipal Council of the Township of Puslinch met, in regular session, in the Council Rooms, Aberfoyle, today, at 1:30 p.m.  Councillor Haines was absent.  Reeve Black presided.  The minutes of the last meeting were read, and adopted as read, on motion of Messrs. Holm and Stewart.

 

Margaret Haines requested the free use of the Township Hall for a musical recital.  As there is to be no charge made at the door, her request was granted.

 

Hydro applications from John Ehrhardt and N. J. Thomas were accepted by resolution of the Council.

 

Dr. Stevenson and Mr. Baker, of Guelph, requested a grant in aid of the Wellington County Humane Society.  This request was laid over until the May meeting.

 

Tenders for insurance liability on the township roads were received from John Sutherland & Sons, representing the Canadian General Insurance Company, and from A. E. Wilson & Company, representing Lloyds of London, England.

that the picket fence in front of the Township Hall be disposed of, and that the Clerk call for sealed tenders for the sale of same.

 

4.

that a schedule be drawn up as to the duties of the Caretaker of the Township Hall, and that applications be called for, at a salary set by the Council.

 

5.

that tenders be received for the painting of the Township Hall, lowest, or any tender, not necessarily accepted.

 

The above tenders and applications are to be in the hands of the Clerk by July 4th 1936.

 

6.

The tenders for painting the Township Hall were opened and, after due consideration of all tenders, it was moved by Donald A. Stewart, seconded by Marshall Haines, that the tender of Hugh Bailey, Morriston, for painting the Hall and Root Shed, be accepted, at $148.00, as per tender.

Moved by Marshall Haines, seconded by Donald Stewart, that the application of Geo. A. Lewis, as Caretaker and Manager of the Township Hall and Grounds, be accepted at a salary of $60.00 per annum, plus 50% of all monies received for rent of Hall and grounds.

 

The Caretaker shall be required to scrub, sweep, dust, clean toilets, repair furniture, replace broken window panes, pile wood inside, renew license and be in charge of amusement tax tickets, cut weeds, cut grass in front of Hall and out to pavement, repair fences, gather papers, tin cans, glass bottles, etc., and attend to any other duties necessary to keep the Hall in a clean and tidy condition, all duties to be performed when and as often as required.

The Clerk read letters from the Board of Review, the Amusement Tax Department, and Municipal World Limited.

 

Owing to the shooting of a number of deer, which are quite numerous in the southern part of the township, a discussion arose as to the advisability of making that portion of the township into a game preserve.

As a result, the following resolution was moved by Donald A. Stewart, seconded by Walter Holm, that this Council approves an extension of the present Puslinch Lake Game Preserve, to extend from the Waterloo boundary line, in the west, to the Nassagaweya boundary line, in the east, and from the Flamboro and Beverly boundary lines, in the south, north to the County Road known as the 3rd Concession, leading from Waterloo to Nassagaweya, and that copies of this resolution be forwarded to Dr. J. H. King, M.L.A., and to the Department of Game & Fisheries.

The Municipal Council of the Township of Puslinch held its final session in the Council Rooms, Aberfoyle, today, at 1:00 o’ clock, as per statute.  The members were all in attendance, Reeve Black presiding.  The minutes of the last meeting were read, and adopted as read, on motion of Messrs. McGill and Haines.

 

1.

The Treasurer submitted his annual report to Council, and it was moved by Marshall Haines, seconded by Walter Holm, that the Treasurer’s report be adopted and that he be instructed to have 200 copies printed for the use of the ratepayers.

 

2.

Moved by D. A. Stewart, seconded by Geo. McGill, that the School Fund interest, amounting to $504.00, be paid to the 12 school sections of the township, that is, to say, $42.00 to each section.

 

3.

At the close of business, the Reeve vacated the chair, and Mr. Walter Holm was requested to occupy the same.  Mr. Holm thanked those present for the honour and forthwith expressed his intention of coming before the electorate as a candidate for Reeve.  In a short address, the Reeve thanked the Councillors and Officials for the spirit of co-operation shown during the past year, and he also expressed his intention of seeking another term as Reeve.  Councilmen McGill, Haines, and Stewart stated that they would again be before the electors as candidates for Councillors.  They also spoke feelingly of the true leadership of Reeve Black and also of the spirit of co-operation shown by Councillor Holm.

 

The meeting adjourned, sine die.

December 19th 1936 A.D.

Special Meeting

 

A special meeting of the Municipal Council was called by Reeve Black, to discuss the administration of relief to Peter Sardella, who has moved to East Flamboro, and to Pat Doyle, who has moved to Guelph.  Mr. MacDonald, Relief Inspector, was present and gave some valuable instructions as to the administration of relief to families like those mentioned above.  An interesting discussion ensued and Mr. MacDonald was thanked heartily for his co-operation and advice.

Nomination Meeting

 

The annual nomination meeting was held, pursuant to statute, today, at 1 p.m., in the Township Hall, Aberfoyle.  The following candidates were nominated fro Reeve and Councillors:

 

 

For Reeve:

Neil Black & Walter Holm

 

 

For Councillors:

Marshall Haines, George McGill,

 Donald A. Stewart, & Neil Stewart

 

 

For Trustees, S.S. #8

Geo. Fielding & Harvey Sutton

 

Mr. Sutton failed to make the required “Declaration of Qualification” within the required limit of time, and his name was therefore withdrawn from the list, and Mr. Geo. Fielding was declared elected.

 

As there were no more Councillors nominated than are required, these candidates were declared duly elected to serve as Councillors for the Township of Puslinch for the year 1937.

 

In consequence of the fact that the nominations for the Reeveship exceeded the number required, the election of a Reeve was adjourned until Monday, the 4th day of January of 1937, to be decided by ballot at the polls designated in the bylaw prepared for that purpose.
